About NORA

The Northwest Ottawa Recreation Authority (NORA) has been connecting people through recreation for over 80 years. What began as a small community partnership has grown into a regional effort dedicated to providing accessible recreation opportunities for residents of all ages. 

In 1945, community leaders established Area Wide Recreation to organize recreational activities for local residents. The program was supported through a partnership between the City of Grand Haven, Grand Haven Area Public Schools, and the Community Chest, demonstrating an early commitment to making recreation accessible to the community. 

By 1954, the program had grown enough to appoint its first full-time recreation director, allowing activities and programs to expand throughout the area. 

In 1970, local governments strengthened their partnership, expanding Area Wide Recreation to serve residents of the City of Grand Haven, City of Ferrysburg, Grand Haven Charter Township, and Robinson Township

In 1998, these municipalities joined with Grand Haven Area Public Schools to formally create the Northwest Ottawa Recreation Program (NORP), further strengthening regional recreation programming. 

In 2009, the organization transitioned to the Northwest Ottawa Recreation Authority (NORA) under Michigan’s Recreation Authorities Act of 2000, creating the cooperative recreation authority that continues to serve the community today. 

NORA does not operate a standalone recreation facility. Instead, programs take place throughout the community in parks, schools, and shared public spaces, making recreation accessible and convenient for families across the region. 

Today, approximately 30% of NORA’s operating budget comes from participating municipalities, while the remaining 70% is generated through program fees, team and player fees, sponsorships, grants, and community donations. Grand Haven Area Public Schools supports NORA through a professional agreement that provides access to school facilities and office space, allowing many youth programs to take place directly at local schools. 

Through these partnerships, NORA continues its long tradition of bringing people together through recreation.
